PJCIS cites Allens Hub IFCYBER submission in SLACIP Bill 2022 Advisory Report

The joint Allens Hub IFCYBER submission to the Parliamentary Joint Committee on Intelligence and Security’s review of the Security Legislation Amendment (Critical Infrastructure Protection) Bill 2022 was cited several times by the committee in its advisory report.

The report cites the submission when noting the pace of the introduction of the legislation; the narrowing of the data storage and processing asset definition and its consequences for the data storage or processing industry; the introduction of an independent assessor (similar to that for Australian Security Intelligence Organisation (ASIO) adverse security assessments) for improving the fairness of declarations of systems of national significance; and the liability for damage caused by mandatory software installation and unintended consequence liability or compensation.

The committee’s broad recommendations to improve the transparency and accountability of the new scheme echo the Allens Hub IFCYBER submissions on the need for clearer accountability and transparency, continuing industry cooperation, review of decisions made under the
Security of Critical Infrastructure Act 2018 (Cth), and avoiding duplication and inconsistency between sector specific regulatory frameworks and the scheme.
